Biševo is a tiny Adriatic island where the community is faced with extinction. However, the last thirteen islanders are still determined to stay. The youngest people on the island are Lada (45) and Lucio (36). They are a couple and want to secure the development of the island. Without any formal community organisation, the island has no autonomy and is run by the neighbouring island Vis, meaning that most of the income earned from tourism goes there. The islanders have very little or no say in the matters of public property on their island. Lada and Lucio decide to take matters into their own hands and try to convince their fellow islanders to establish a town council of their own.
